Why Miami-Dade Product Approval Shapes a Storm Damage Inspection in Miami
Miami-Dade and Broward together form Florida’s High Velocity Hurricane Zone, and roofing assemblies installed there must carry product approval specific to that zone, held either as a Miami-Dade Notice of Acceptance or as a Florida Product Approval carrying an HVHZ evaluation. The approval covers the whole assembly as one system: the covering, the underlayment, the fasteners, and the attachment pattern.
That changes what an inspection here records. The report describes the assembly actually on the roof and the condition of the components that make it compliant, because the repair that follows has to meet HVHZ requirements rather than a general Florida standard.
In a July 2026 notice, Miami-Dade County’s Product Control Section states that the Ninth Edition of the Florida Building Code becomes effective December 31, 2026, and that revisions to HVHZ Chapter 15 and the HVHZ test protocols will affect certain existing Notices of Acceptance for roofing underlayments. For permit applications submitted on or after January 1, 2027, underlayments beneath roof tile systems may only be installed according to the approved uses in the current product approval.
